Happy Thanksgiving and the start of the holiday season. I am sending this email, not only as your Union President but as a co-worker. As you may or may not be aware, this past Tuesday ordinance O19116 was introduced at County Council.

This Act removes the Colonel of the New Castle County Police Department from the Delaware Emergency Medical Services Oversight Council ("DEMSOC") and replaces the Colonel with the Chief of the New Castle County Emergency Medical Services. In 2006, the County restructured the Department of Public Safety so that the Chief of Police is no longer in charge of the paramedics.
This bill clarifies that a Department of Correction's employee who has served for 25 years with at least 20 years as a correction officer is eligible to retire at 25 years.

This Act permits State employees who are employed by the Delaware State Police and work in a variety of job titles, all of which are more commonly referred to as "9-1-1 Operators," to retire at 25 years without any reduction. Those employees will pay a higher employee contribution rate than other State employees.

This bill makes compensation a mandatory subject of bargaining for any group of employees who have joined together for purposes of collective bargaining and certified a labor organization to serve as their exclusive collective bargaining representative. The bill also eliminates any deadline for reaching an agreement pertaining to compensation.
